Most motorcycles, mopeds and scooters in Jersey are bought on either hire purchase, secured against the bike, or an unsecured personal loan. Which suits you depends on whether you are buying from a dealer or privately, and how much of the cost you can put down yourself. This guide covers powered two-wheelers only — if you are buying a pedal bike or e-bike, the rules below on licences and emissions duty do not apply.
Costs to settle before you fix the loan amount
The price on the bike is not the whole bill. Two island-specific costs catch riders out.
Vehicle Emissions Duty
Vehicle Emissions Duty is a one-off charge paid when a vehicle is first registered in Jersey, and gov.je confirms motorcycles fall under the standard rate. It is worked out from the manufacturer's CO2 figure, or from cubic capacity for anything produced before March 2001. Rates are updated each January, so check the current table for your bike rather than relying on last year's figure. Lenders will expect this to be accounted for in your total budget.
Licence and training
If you do not yet hold a full licence for the bike you want, budget for getting one. According to gov.je's page on driving tests and learning to ride:
| Category | Minimum age for a provisional licence | Test bike engine size |
|---|---|---|
| Moped | 16 | — |
| Light motorcycle (A1) | 17 | at least 75cc |
| Heavy motorcycle (A) | 18 | at least 240cc |
A provisional licence costs £30 and lasts six months, and you must complete Compulsory Basic Training before riding a moped or motorcycle on Jersey roads. The same page lists the theory test at £43.80 and the practical test at £56 for mopeds and light motorcycles, or £64.90 for heavy motorcycles. None of that is usually financed, so keep cash aside for it.
Hire purchase, personal loan or refinancing
Hire purchase. You pay a deposit, then fixed monthly instalments. The bike stays the lender's property until the final payment, which is why HP is usually arranged through a dealer. If you stop paying, the lender can take the bike back.
Personal loan. The money goes into your bank account and you own the bike outright from day one. That makes it the usual route for a private sale. Because it is unsecured, the rate you are offered leans more heavily on your credit history and income.
Refinancing. If you already have finance on a bike, you can look at moving it to a new agreement, for example to change the monthly payment. Check the early settlement figure on your current agreement first, as that sets whether switching is worth it.
Whichever route you choose, compare offers on the APR and the total amount repayable, not the monthly figure. A longer term lowers the payment and raises the total cost.
How Jersey is changing the rules on credit
Jersey is bringing lending under formal supervision. The Government of Jersey's consumer credit regulation page says the new regime covers consumer credit, hire purchase and conditional sale agreements, split into two tiers: lower-risk credit supervised by Trading Standards, and higher-risk activity supervised by the Jersey Financial Services Commission. The Financial Services (Amendment) (Jersey) Law was adopted by the States on 9 July 2025, with commencement targeted for late 2026 and a 12-month transition period.
Until the regime is fully in force, ask any lender directly who supervises them and what complaints route you have if something goes wrong. Get the full pre-contract information in writing, including fees and early repayment charges, before you sign.
